Action Alert: Lawmakers target gift cards

Monday was the start of the 2024 legislative session. Lawmakers introduced two bills related to gift cards that will significantly impact Washington state businesses. Combined, the bills aim to take unclaimed gift card revenue by requiring businesses to:

  • transfer the funds to the state

  • report consumer data to the Department of Revenue related to gift cards

  • cash out gift cards to customers when the balance is below $50 and

  • honor gift cards even if the funds have been turned over to the state

This has become a top priority for lawmakers looking to identify additional state revenue and will be a top priority to defeat for the Washington Hospitality Association this year. Please take a moment to respond to a few quick questions so that we can gather additional information about the impact of this legislation.

The Federal Trade Commission (FTC) has proposed a rule which would only allow restaurants to present guests with one price up front.


This rule would significantly impact the business model for many Washington restaurants. Read more about the impacts here.
